Health Is a Human Right — Who Gets to Decide?

Since the 1978 Declaration of Alma-Ata, the world has repeatedly affirmed the right to health and the importance of people’s participation in decisions affecting their lives.

Yet, nearly half a century later, we must still ask:

Why are decisions about our health still so often driven by experts, institutions, and policymakers, rather than by informed and empowered individuals themselves?

Health is not merely a matter of medical systems or government policy. It concerns every human being.

People need access to knowledge, transparency about their options, and the freedom to make informed choices about their own health, in dialogue with qualified healthcare professionals.

The challenge is not simply to reform existing systems. It is to rethink the relationship between knowledge, authority, and individual autonomy.

Health is a human right. The right to participate in decisions about our own health must be taken seriously.

From Alma-Ata 1978 to Human Wellbeing beyond 2030, the question remains:

Are we truly putting people at the center of health?

「健康は人権である」――その決定権は誰にあるのか？

1978年のアルマアタ宣言以来、世界は健康に対する権利と、人々の生活に影響を与える決定への参加の重要性を繰り返し確認してきた。

しかし、それから半世紀近くが経過した今もなお、私たちはこう問わなければならない。

なぜ、私たちの健康に関する決定は、十分な情報を得て主体性を持った個人自身ではなく、専門家や機関、政策立案者によって行われることが依然として多いのだろうか？

健康は、単に医療制度や政府の政策の問題ではありません。それはすべての人間に関わる問題です。

人々は、知識へのアクセス、選択肢に関する透明性、そして有資格の医療専門家との対話を通じて、自身の健康について十分な情報に基づいた選択を行う自由を必要としています。

課題は、単に既存の制度を改革することだけではありません。知識、権威、そして個人の自律性との関係を再考することにあります。

健康は人権です。自身の健康に関する意思決定に参加する権利は、真剣に受け止められなければなりません。

1978年のアルマ・アタ宣言から「2030年以降の人間のウェルビーイング」に至るまで、この問いは残されています。

私たちは本当に、人々を健康の中心に据えているのでしょうか？
